Best HR software for GP practices under £3,000/year — what are you using?

Currently doing everything on spreadsheets and Word. Looking for something that handles e-contracts, absence tracking, appraisals, and ideally rotas. PracTrack and Breathe both came up in my research. Has anyone compared them properly? We're a single-site practice, 22 staff. Ideally something that doesn't require a full-time HR person to administer.
